The Employee Policy Manual, school calendar and salary pools for the 2018-19 school year were all approved by the Neenah Joint School District Board of Education at its May 15 meeting.
Many of the policy manual edits reflected current practices already in place. The primary changes involve personal leave. Staff members will receive $100 for each unused personal day. The changes also eliminate the use of personal leave during the first five and last five instructional days of the year and set a maximum of 15 personal days on any given day by all staff who need a substitute.
Employees who retire with other post-employment benefits (OPEB) or those who resign at age 55 with at least 10 years of service to the District will have access to the Health and Wellness Center along with their spouses and adult dependents. Employees must also work a full year to qualify for OPEB with the year defined as starting on the first day that certified staff work in August. The only addition from the first reading of the document was the addition of a professional behavior standards paragraph to reflect current practice.
In other action, the Board approved changes to the 2018-19 school calendar. The Professional Learning Day on Nov. 21 will be moved to election day on Nov. 6 to allow for voting in school buildings. The Nov. 21 date will now be a day off for students and staff. High school graduation has also been changed to May 29.
The compensation plan for all District employees for 2018-19 was approved. For the sixth consecutive year, employees will be provided a pool of dollars for performance-based salary increases and stipends. A pool of dollars of 2% for salary increases and 1.5% for one-time stipends is allocated for all groups of employees for the 2018-19 school year. The change to the stipend pool of dollars was made based upon a request from staff and administration to eliminate the building stipend.
The Board discussed a Memorandum of Understanding with the Neenah Police Department regarding the Police School Liaison Officer positions. The two parties had been working without such a document in past years. The memorandum outlines governance, management, expectations, roles, and responsibilities for both parties to ensure the success of the positions.
