What We Want to Improve

Strengthen relationships among students, staff, and families by ensuring all stakeholders feel their voices are genuinely heard, and their input is acted upon, supported by clear, consistent, and timely communication from the district

Foster a culture where the district genuinely listens to and acts upon the diverse input from all stakeholders (staff, students, families, and community members), ensuring transparent and effective communication throughout the process

Provide a safe and supportive environment that prioritizes the mental and emotional well-being of students and staff

Ensure clear expectations and consistent follow-through on accountability for student behavior and discipline across the district

Create a supportive learning environment that empowers all students to continuously improve and achieve at high levels

How We Will Know We Are Improving

Student/Staff/Family Engagement 

By the end of the 2027-28, the NJSD will increase by 5% the number of students, staff, and families who report they (agree/strongly agree):

  • actively participating in meaningful work (staff
  • find value in what they are learning (students
  • feel a strong sense of belonging at school (students and staff), 
  • have at least one school staff member they feel comfortable contacting (students, staff, and families)

as measured by the (updated) School Perceptions Survey (baseline measured in 2025-26).

Student Engagement

By the end of the 2027-28 school year, the NJSD will increase by 5% the number of students in grades 5-12 who report participating in at least one activity, club, or sport as measured by the (updated) School Perceptions Survey (baseline measured in 2025-26).

Feeling Heard & Communication

By the end of the 2027-28 school year, the NJSD will increase by X% the percentage of staff and families who report they agree/strongly agree:

  • feeling their voices are genuinely heard and that their input leads to action (staff)
  • satisfaction with school-level communication (family perception)
  • satisfaction with district-level communication (staff perception)
from a 2026 baseline as measured by the (updated) School Perceptions Survey.

Staff Retention

By the end of the 2027-28 school year, the Neenah Joint School District will maintain an overall staff retention rate of at least X% (from a baseline measured in 2025), as measured by the percentage of staff returning for the subsequent school year.

Feeling Safe

By the end of the 2027-28 school year, the NJSD will decrease the percentage of students and staff who report feeling unsafe in their school environment by X% (baseline measured in 2025-26) as measured by the (updated) School Perceptions Survey. 

Student Behavior

By the end of the 2027-28 school year, the NJSD will reduce the number of documented major behavioral incidents by X% (from a baseline measured in 2025).

Behavior & Accountability

By the end of the 2027-28 school year, the NJSD will increase by X% the percentage of staff who report they agree/strongly agree:

  • There are clear behavior expectations established for students 
  • There is consistent follow-through/ communication on student behavior and discipline
as measured by the (updated) School Perceptions Survey (baseline measured in 2025-26).

Literacy proficiency

By July 2028, NJSD will reduce the achievement gap in ELA state assessment proficiency rates between students with and without disabilities in grades 3-11 by at least 5% while also improving proficiency levels for all students.

Graduation Rate

The Neenah Joint School District will maintain a high school 4-year graduation rate of 96% or higher.

Absenteeism  Rate

By July 2028, the Neenah Joint School District will decrease the student absenteeism rate by 10% (2024-25 baseline of X%).
Action  Steps We Will Take
  • Identify barriers preventing students in grades 5-12 from participating in activities/clubs/sports
  • Ensure there is a welcoming of students to the classroom as a universal district practice
  • Implement regular student and staff input sessions with superintendent/central office leadership
  • Implement a universal PLC framework
  • Consistently use a WHY/WHAT/HOW communication framework
  • Superintendent community listening/input sessions
  • Improve consistency, documentation, and calibration of behavioral practices through district-wide professional development
  • Implement a universal 5K-12 Social Emotional Behavioral curriculum 
  • Administer “Stay Interviews” in order to build staff resiliency
  • Improve consistency, documentation, and calibration of building-level student behavior response protocols through ongoing professional development
  • Administer universal re-entry meetings and protocols for student suspensions
  • Establish a universal Student and Family Handbook for Behavioral Responses
  • Implement a multi-year ELA program evaluation
  • Implement a district-wide early warning system for student success
  • Identify and reduce student/family barriers through the Engagement, Collaboration, Well-Being, and Responsibility action steps
